This tradition of caring forms the basis for all we do in the Blue Cross and Blue Shield System. Our brands represent health security for the one in four Americans who carry Blue Cross and Blue Shield cards. Moreover, the brands represent the kind of company we try to be -- high quality, customer-focused, innovative and cost-effective.

In many respects, BCBS functions like any other large corporation with products and services to sell. We are a leading supplier of business strategy, technical support and consulting expertise -- a key business partner for the independent Blue Cross and Blue Shield Plans who make up our membership. At the same time, we act as a Brand manager by setting quality control standards for the companies that use the Blue Cross and Blue Shield Brands.

Finally, we act as a trade association representing the dozens of independent companies that are licensed to use the Brands. We are responsible for providing these companies with national leadership among industry colleagues, government officials, media and the public. When the individual Blue companies' priorities, business objectives and corporate cultures conflict, it is our job to help them develop a united vision and strategy.

The organization that is now Kaiser Permanente began at the height of the Great Depression with a single inventive young surgeon and a 12-bed hospital in the middle of the Mojave desert. When Sidney R. Garfield, M.D., looked at the thousands of men involved in building the Los Angeles Aqueduct, he saw an opportunity. He borrowed money to build Contractors General Hospital, six miles from a tiny town called Desert Center, and began treating sick and injured workers.
